The rent ceilings in housing benefit make it possible to adjust the amount of the rent or service charge subsidy to the regional housing market situation. The rent levels are based on the rents of housing benefit recipients, which are essentially characterised by existing rents. In tight housing markets, however, new and existing rents often drift apart. The aim of the study is to develop recommendations and model calculations to improve the data base for determining rent levels, and to discuss practical approaches to take greater account of supply/new contract rents.
