Investigation of economic instruments to reduce packaging consumption and to strengthen plastic recycling and the use of recycled materials

The aim of the project is to investigate the ecological and economic effects of measures to reduce consumption and improve recycling of plastic packaging and plastic non-packaging. This is intended to help conserve resources and reduce negative environmental impacts.

To this end, five to ten possible measures will initially be identified and subjected to an initial assessment, of which two to four measures will then be examined in greater depth and viable recommendations for action developed. The focus is on the national measure based on the EU's own resource on non-recycled plastic packaging waste, for which a proposal ready for implementation is to be formulated and legally examined.

RWI's tasks are to develop scenarios to determine the economic effects of the use of instruments by using econometric model estimates. Furthermore, the effects of the use of instruments on the cost structure of the actors involved and on public finances are assessed.
