The transformation toward reducing environmental burdens and greenhouse gas neutrality will have significant social impacts. The socially acceptable design of environmental policy measures is essential to secure public support for these transformation processes. To capture and understand the social aspects of environmental policy measures, a comprehensive database is required that allows for a differentiated analysis of the impacts on different population groups. Against this background, this research project aimed at identifying, systematizing, and further developing the data availability on this complex of topics. To this end, a theoretical framework for evaluating environmental policies with regards to their social aspects was developed. Based on this analytical foundation, relevant environmental and social data were identified, systematized, and compiled as a knowledge platform. To illustrate the potential of the compiled data, exemplary analyses were conducted, for example, on the unequal environmental burdens of different population groups or the emission intensity of different socio-economic groups. In addition, datasets were linked innovatively to capture the impact of different environmental factors (such as air and noise pollution or flood risk) on social aspects. Last, empirical studies on the environmental and social effects of environmental policy instruments in the transportation and building sectors were systematically reviewed based on the academic literature, and knowledge gaps were identified. This project report and the empirical products and databases can serve to identify existing knowledge gaps around social aspects of environmental policy, design and evaluate socially responsible policy measures, and enable informed decision-making.
