Verwendung von Betriebsmitteln für Investitionen
In Germany’s dual hospital financing system, the federal states are responsible for providing investment funds. However, they more and more withdraw from this responsibility. In order to preserve the assets of the hospitals (excluding university hospitals), an annual investment of 5.4 billion euros is required. In 2013, the federal states provided 2.7 billion euros in form of grants, whereas the hospitals contributed about 2.0 billion euros from their revenues. Officially, the latter is a misuse of funds. In fact, capital and operational costs are closely related: those who invest wisely, save running costs. Therefore, monistic financing would be more appropriate.
