Sektorenübergreifende Planung ambulanter und ambulant erbringbarer Leistungen

Strengthening ambulatory care is politically intended in Germany. Therefore, hospitals as well as office-based physicians will increasingly perform cross-sectional care. This raises the question whether there is a need for adjustments to the current separate systems for planning outpatient and inpatient capacity and calls for a possible separate planning system for cross-sectional services. The authors propose a multi-step process, based on a directive by the Federal Joint Committee (G-BA). The demand-oriented quantity of total services as well as the degree of ambulantisation have to be determined. The authors propose two variants of cross-sectional planning: Including cross-sectional services into the present system of ambulatory planning or the tendering of packages of cross-sectional services. As these approaches are suitable for different types of services, they should be implemented in parallel. Conceptual work is necessary to operationalise the proposed model.
