Krankenhausversorgung nach dem KHSG – noch weitere Herausforderungen?

There are various problems in health care in Germany. The Hospital Structure Act (Krankenhausstrukturgesetz) provides solutions for some of them, in particular by strengthening the demand side through better quality transparency as well as optimised hospital structures. But some construction sites still remain: (a) the reorientation of investment financing; (b) a general deregulation; and (c) a revision of the DRG system. “Conventional” operational optimisations will not suffice to meet the enormous demand for efficiency gains in the 2020s and to avoid rationing of services. For these issues, system-changing innovations are necessary which can only be found with entrepreneurial courage and willingness to experiment. However, this is prevented partly by excessive regulation. The DRG remuneration system must ensure the provision of public services still to be defined and contain incentives to provide the necessary services in the right place and to reward quality.
