Effectiveness of "rehabilitation before care" and potential for improvement: results of a survey

The principle “rehabilitation before care” is the central preventive mechanism related to long-term care in the German Social Security Code (§ 31 SGB XI). The aim of this principle is to overcome or reduce increasing long-term care needs. Aim: The aim of the present study is to analyze the effectiveness of geriatric rehabilitation to reduce care needs and to identify improvement possibilities in the design of geriatric rehabilitation measures. Method: The analysis is based on a survey of experts in geriatric rehabilitation from practice and science. Results: We find that the high potential of geriatric rehabilitation has not yet been fully exploited. Often, rehabilitation is initiated too late and is too little tailored to the needs of older patients. Conclusion: The results suggest that in many cases, entry into care needs could be prevented or postponed by a better measure for detection of care needs and by the expansion of mobile geriatric rehabilitation.
