A Fair and Solidarity-based EU Emissions Trading System for Buildings and Road Transport

The new emissions trading system for buildings and road transport – the socalled ETS2 – proposed as part of the Fit for 55 package is key for decarbonising these two sectors. It will oblige fuel suppliers to obtain emission allowances for the greenhouse gas (GHG) content of the fuels they supply to customers in those sectors. This study seeks to address three design choices which may have far-reaching consequences for the overall policy package.
