Wie wirkt Technologiepolitik? Eine Betrachtung aus unterschiedlichen Perspektiven
The paper looks at different aspects of technology policy in their effectiveness and patterns of impact. Initially, analysis of the transfer channel is carried out from the transmission of state measures to single firms, from the diffusion of economic impulses through different sectors to the attained economic effects on growth, productivity, and employment. It is shown that these effects strongly depend on market constellations. Deregulation policy aims at - among others - intensifying competition and setting the incentive for technical progress and innovation. Thereby, both policy areas have partly the same aims, and, in fact, they are often complementary. Simulations within the RWI econometric sectoral model facilitate an assessment of the macroeconomic effects and impulses on growth and employment that would result from technology policy measures under the given institutional structural conditions.
