Excellent empirical research and evidence-based policy advice are based on the availability and high quality of data - now more than ever. A survey conducted among members of the Verein für Socialpolitik in January 2023 revealed that many researchers consider the opportunities in Germany to use data for research to be inadequate. For 80 percent of respondents, access to data in Germany is worse than in comparable countries. It is true that there have been improvements in research data access over the last two decades, for example through the development of an infrastructure that has made it easier for researchers to access data via research data centers. However, these improvements have remained within the limits of the existing narrow legal framework. Today's data requirements go far beyond the existing infrastructure and the existing framework: the legal situation itself must be adapted in order to enable high-performance research and to be able to provide high-quality scientific advice to policymakers and society. At the same time, data access rules should facilitate the replicability of scientific results. This statement was drawn up by a sub-working group of the Verein für Socialpolitik and reflects the position of the specialist society. The text presents the desiderata in the area of the labor market and social insurance in four substantive fields. In each case, the focus is on describing the problem situation and deriving specific proposals that should be implemented in the Federal Government's planned Research Data Act, among other things.
