A support program for small and medium enterprises in Côte d’Ivoire: first lessons learnt from program implementation

The Programme d'Appui à la Productivité des PME (PAP-PME) is part of the "Mittelstand" focus of the Special Initiative on Training and Job Creation in Côte d'Ivoire and is implemented by GIZ with its local partner, the Agence Côte d'Ivoire PME (ACIPME). While the program targets the productivity of Small and Medium Enterprises (SMEs), its clear policy objectives are employment generation and the improvement of working conditions. This brief discusses the implementation of the program cohort that formed part of a rigorous impact evaluation conducted by the German Institute for Global and Area Studies (GIGA) and RWI - Leibniz Institute for Economic Research. This cohort constituted PAP-PME's third since its inception.
