The establishment of a circular economy offers market opportunities for small and medium-sized enterprises (SMEs). At the same time, regulations create bureaucratic hurdles that place a particular burden on SMEs. The examples of steel recycling and the extraction of mineral raw materials demonstrate that ineffective regulatory frameworks can lead to distortions in resource allocation. Individual procedural regulations can hinder operational flexibility, and market interventions can prove counterproductive. These examples are representative of other areas of the circular economy where regulations can lead to similar problems. This provides recommendations for policymakers and public authorities on how to shape the regulatory framework.
