Rigorous Evaluation Design for GIZ Morocco – Climate Change Adaptation
The international Initiative for Impact Evaluation (3ie) and Gesellschaft für Internationale Zusammenarbeit (GIZ) mandated RWI to assess evaluation options for a climate change adaptation programme implemented by GIZ in Morocco. The programme aims at fostering the political environment in Morocco in terms of climate change adaptation and biodiversity conservation. It integrates a sizable bundle of individual activities on different implementation levels and brings together numerous national institutions as co-implementers. During an inception phase in 2014, no scope for a rigorous evaluation at that time was found. With the start of a new programme phase in mid-2016, the evaluability of the intervention was re-assessed. At the same time, the scoping served to qualitatively evaluate previous and ongoing activities.
