Maßnahmen zur Reduzierung der Nichtinanspruchnahme von Mindestsicherungsleistungen

This study presents measures to reduce the non-take-up of minimum income benefits as possible best practice examples from other countries for Germany and examples which shed light on particular aspects to be considered when designing such measures. To this end, 30 measures were first identified (“longlist”). Of these, 15 were selected for a detailed description (“shortlist”) and presented in the form of profiles. These were divided into four groups: (i) information interventions, especially by sending letters, (ii) digitization measures, e.g., for applying for benefits; (iii) local services and proactive outreach, e.g., in case of threatened homelessness; and (iv) the design of the application and payment of benefits, e.g., regarding the payment period. The effectiveness of the selected measures is often quite high, although they address very different target groups or reasons for not claiming minimum income benefits. In addition, there are major differences in the requirements for institutional cooperation and data use.
