This article examines the acceptance of various transport policy measures in Germany based on the third survey wave of the “RWI Climate-Mobility Panel”, for which over 6,000 people were surveyed in 2022. In general, “pull” measures that create positive incentives for alternative, climate-friendly means of transportation tend to achieve greater approval than “push” measures that make driving less attractive. For example, the expansion of cycle paths and the free use of public transport achieve approval ratings of over 70%, whereas a general car toll, a congestion charge or higher parking fees in city centers meet with clear rejection. However, individual “push” measures such as the introduction of a kerosene tax and a speed limit of 130 km/h on freeways also met with broad approval. Although the coronavirus pandemic has strongly influenced the mobility behavior of many people, a comparison with the values from the first and second waves of the “RWI Climate-Mobility Panel” shows that acceptance of the measures has only changed moderately over time. The biggest changes can be seen in approval of the ban on domestic flights and a speed limit of 130 km/h on freeways, which increased significantly by up to 12 percentage points between 2019 and 2022.
