Mehr Zielorientierung nötig!

In the healthcare sector in general, and in hospital care in particular, greater emphasis should be placed on setting targets, whilst leaving it to those on the ground to decide how to achieve them: through what mix of staff, what use of technology, what equipment and, more generally, what level of capital investment. Of course, this will initially only be possible for a few service segments, as the quality of outcomes for many services still cannot be measured satisfactorily. However, where outcomes can be measured effectively – and, above all, where adjustments can be made to account for differences in patient morbidity between hospitals – the approach based on targets should be adopted. Hospitals that can demonstrate they are meeting the specified targets should automatically be exempted from all structural and process requirements.
