Cross-sectional evaluation of ‘Innovation-oriented cluster and network promotion’: Support measures Leading-Edge Cluster Competition, Cluster Networks International, Future Clusters Initiative of the Federal Ministry of Research, Technology and Space
The subject of the project is the cross-sectional evaluation of ‘innovation-oriented cluster and network promotion’, which comprises the funding measures Leading-Edge Cluster Competition, Cluster Networks International and the future cluster initiative ‘Clusters4Future’. The aim of the contract is to carry out an overall assessment of each of the three focal measures in terms of target achievement, impact and cost-effectiveness (§7 BHO in conjunction with VV-BHO No. 2.2 to § 7 BHO). This includes a quantitative and qualitative assessment of the achievement of the funding objectives and the effectiveness of the measures in a multidimensional cost-benefit analysis (cost-effectiveness of the measures) as well as an assessment of the implementation of the funding based on the processes for implementing the measures in conjunction with the instruments used (efficiency of implementation).
