The Role of Job-to-Job Transitions, Wages and Quality of Work in Structural Change

Policy Brief Deliverable: 5.2

This policy brief describes the role of job-to-job transitions and occupational mobility as adjustment mechanisms to structural change, helping workers move from declining to expanding occupations. It discusses the opportunities and risks involved in occupational changes, including higher wages and improved job satisfaction on the one hand, and lower pay and greater insecurity on the other hand. It argues that the provision of training measures, both by firms and through public bodies, is crucial to enable particularly older and low-skilled workers to take jobs in occupations with good prospects. Furthermore, it argues that policies that provide workers with clearer information about available jobs and skills, support lifelong learning, and ensure fair wages and decent working conditions are important prerequisites for successful transitions, as is a stronger recognition of qualifications and skills across Europe.
