Advancing EU competitiveness through a more effective climate transition
This report brings together multiple strands of work on the development of the EU’s climate and energy governance under a common thematic umbrella. It examines how climate neutrality, competitiveness, simplification and investment certainty can be reconciled. The report focuses on a more coherent framework for targets and planning, balanced financing for the transition, and the integration of industrial policy with economic and geopolitical realities. It also considers the promotion of clean-tech innovation and the need for resilient raw-material supply chains. In addition, the report discusses the long-term development of the EU Emissions Trading System and the conditions needed for a flexible, resilient and sustainable European energy infrastructure for 2030 and beyond.
