Der Vorschlag der Regierungskommission für eine grundlegende Reform der Krankenhausvergütung

In December 2022, the Government Commission for Modern and Needs-Based Hospital Care presented its reform proposal which consists of three core elements: (1) Hospitals are divided into three uniformly defined hospital care levels. (2) The range of services of the individual hospitals is defined by a system of service groups which can be assigned to the levels more precisely than DRGs (due to very high granularity) or specialist departments (due to too low specificity) and adapted to the population requirements. (3) The currently almost exclusively volume-related DRG-based remuneration will be changed in favour of a two-pillar model by adding a budget component to financing – while at the same time reducing the DRG component. The chapter provides an overview about the proposal, including the number of suitable hospital locations for selected service groups.
