Zusammenfassung

For nearly two decades, Germany has made a concerted effort to increase electricity production from renewable energies. By 2008, the share of renewables in total electricity production reached about 15%, already exceeding the goal of 12.5% set for 2010. The 2009 amendment to Germany’s Law on Renewable Energies (EEG) codifies the continued extension of generous financial support for renewable energies over the next decades, with each newly established renewable energy plant being granted a 20-year period of fixed feed-in tariffs. The massive commitment of public funding arising from this support raises fundamental questions concerning the associated economic impacts. The aim of the proposed report is to critically review the German experience with the promotion of renewable energies and the implications for employment and GHG emissions, focusing on photovoltaics, wind, and biomass.
